Regarding your concern, we would like to say that the Vietnam visa on arrival service is 100% legitimate. With this option, instead of getting the visa stamped onto passport by the Vietnam Embassy (if you apply via a Vietnam Embassy), you will get a visa approval letter which is issued by the Vietnam Immigration Department (not the travel agent you work with). The visa approval letter is considered an official permission allowing you to board and get visa stamped onto your passport at arrival airport in Vietnam.
But please keep in mind that visa on arrival is applied to those traveling to Vietnam by Air ONLY. So, if you enter Vietnam by air, the visa approval letter is still accepted without any problem, but if you enter Vietnam by other ways (not by Air), the visa approval letter is not accepted.
